The project content for 2017 will be defined later on; it will be a continuum for 2015-2016. The budget will be allocated from 11591 “Promotion of Global Justice”. The description for 2015-2016: The Overall Objective of the project is to promote and pr otect human rights of Dalit in Nepal. The Specific Objective is to contribute for addressing the key human rights concerns of Dalit through second cycle of Universal Periodic Review (UPR). The specific human rights issues and concerns of Dalit community di scussed and documented through a participatory process with the involvement of more than 200 Dalit organizations representing all five development regions of Nepal. A report on the specific human rights issues and concerns of Dalit will be developed and su bmitted to UPR concerned committee of UN within third week of March 2015. The specific human rights concerns of Dalit advocated and lobbied with the delegates of different countries during UPR of Nepal in October / November 2015.The project will carry out a quick research on the implementation status of UPR recommendations in Nepal, Regional level consultation workshop will be organized at Nepalganj, Chitwan and Itahari, National level consultation workshop will be held at Kathmandu. Advocacy and lobbying w ill be carried out with international governments through embassies in Kathmandu, Advocacy and lobbying will be done to the government of Nepal for recommendation involving media houses. Lobbying to the HRC members and other state representatives during i nteractive dialogue session will be carried out.

Youth Centre in Kathmandu. The project seeks to empower a local partner for youth work of its own. Now, after the civil war, the capital of Kathmandu is facing a huge wave of immigration from the rural areas to the city. The young generation in particular is moving into the city in search for work, but lacks sufficient skills and training. Fida partners with the Assemblies of God church (AOG) to address the needs of the youth. Fida and its partner will establish a youth centre in the capital that provides v ocational training and counselling to the youth, and facilities for leisure time activities. The AOG church youth will act as volunteers at the centre. Through the youth centre the partner will learn to work with the youth in practice. The youth, in turn, will have their educational and other needs addressed. All in all, the project will improve the life skills of the youth.

Maithili Empowerment Programme. The programme seeks to increase a local partner’s capacity to respond to the needs of the Maithili minority in Southern Nepal. The 2.5 million Maithili of Southern Nepal make up the country’s largest ethnic minority. For merly known for their rich culture and traditions, the Maithili now live in poverty and have almost lost their unique identity. To address the needs of the Maithili, Fida partners with a local NGO called Relative Nepal, which belongs to the Assemblies of G od Nepal (AGN) church. The programme offers the partner hands-on training in community development work. The main approach used is that of Community Health Education. The work carried out among the Maithili communities includes e.g. literacy training, basi c education and cultural revitalization activities. Through the trainings and practical development work conducted during the programme, the partner’s capacities build up and, at the same time, the needs of the Maithili communities are addressed. Already one school has been established and children’s literacy classes started. These together will contribute towards the improvement of the quality of life in the Maithili communities.

Empowering Partners for Social Responsibility. The project aims to increase the capacity of a local partner to do holistic development work in local communities. Nepal is one of the poorest countries in the world, where majority of the people live in rural areas. Fida’s partner in Nepal is the Assemblies of God church (AOG). The project provides training and awareness-raising for the partner on a great variety of issues related to development work. Fida and AOG work together in the local communities and t hrough this hands-on development work the partner acquires practical skills. The project focuses on three major components: Literacy, Community Health Education (CHE) and HIV/AIDS. As AOG’s skills and knowledge grow, the partner will become increasingly capable of doing effective community development work of its own. This will contribute to the increasing impact of the partner’s work at community level.

The Finnish National Agency for Education (EduFi) has supported education sector reform in Nepal since 2005. EduFi's (previously FNBE) support has strengthened Finland's capacity to participate in the monitoring and dialogue related to the comprehensive Sc hool Sector Reform Program (SSDP). EduFi's expertize has contributed to the Finland's excellent visibility and position in Nepal's education sector. In 2017 FinEdu supports the Ministry of Education in Nepal in developing its curriculum teachers' guides an d student counseling. In addition EduFi provides the MFA with expert support relating to the implementation of both Finnish funded interventions in the education sector in Nepal. In the School Sector Development Plan which Finland funds in the years 2016-2 020 EduFi provides expertize in monitoring and reviewing the achievement of the programme. In the TASS technical support program EduFi gives the MFA recommendations relating to the practical roll-out of the program activities on the school level. The total budget of this support is 60.000 eur.

Lhomi Preschool Program in Nepal is a liaison between Wycliffe Finland (WRK) and its partner Nepal Lhomi Society (NELHOS). The main output will be Mother Tongue Based Early Childhood Education program for the Lhomi.The status of children in Nepal is often very poor especially among indigenous people groups. Lhomi children are often discriminated. There is no preschools available and they must start primary school in Nepali language which is unknown for them. This will have a bad effect to their success in t he school and finally it causes exclusion.Providing pre-school opportunity by their mother tongue this project will increase parity in the education levels of children in the target communities with other children in the country. Children's rights will be increased by providing them pre-school education that equip them and easy their transition to the first grade in Nepali instructed primary school. In doing so children will comprehend and learn faster they will stay in school and ultimately will increase t heir self-development. This will be achieved through a well-founded Mother Tongue Based Early Childhood Education (MTB ECE) -program that will be developed in the target language.The project aims to reduce inequality and vulnerability of indigenous childre n. The rights of girls disabled children and low cast children will be emphasized. Moreover gender equality reduction of inequality disability and climate sustainability will be part of the learning material.NELHOS is responsible of project implementation. As an organization they will gain capacity of mother tongue education as well as they become strong advocate of minority language groups and the rights of marginalized groups in Nepal.Main beneficiaries are the Lhomi language speaking children their paren ts and the local education actors who benefit of increased capacity. The government supports mother tongue education and pre-schools but often they do not have resources to start schools in the remote areas.Key activities:- Influencing the attitudes of the stakeholders.- Producing MTB ECE program and material for it.- Training teachers.- Pilot classes.- Capacity building.

In Nepal children are not screened for visual or hearing impairments. Knowledge of eye- and ear health is generally poor. Traditional beliefs and treatments can be detrimental to sight and vision. Having a disability is still greatly stigmatised. Although the majority of children in Nepal have access to education differently abled children are still mostly excluded from it. This is a major risk for marginalisation. The project which is a 2-year pilot in Bara district in the Terai region in the south of Nepa l aims to increase the enrollment of 3 to 8-year-old children with vision or hearing impairment in public preschools. The inhabitants of the district are poor and the number of children not attending school is considerable. The majority of pupils in Bara a re boys and the project aims to promote girls' right to education.Grass-root level volunteers are educated to identify children with problems with vision or hearing. The children identified through screening are examined at eye + ear camps to diagnose cond itions affecting sight and vision. It is estimated that most of these children have problems that can easily be cured with simple treatments. Children with a severe visual or hearing disability will undergo a 4-6 month rehabilitation to enable life outside home and attending school. Awareness raising campaigns regarding eye- and ear health as well as rights of disabled children will be organised among local inhabitants during the camps.This project is as a collaboration between a Nepalese NGO B.P. Eye Found ation and PSR Finland. The collaboration was initiated from Nepal. Like the previous work of B.P. Eye Foundation this project aims to screen for and promote treatment of disabling conditions as well as contribute to a change in the Nepalese view on the rig hts of people with disabilities remove barriers and stigmas associated with disabilities and enable children with disabilities to become productive citizens. The Department of Education (DoED) Nepal has signed a Memorandum of Understanding on implementing these pilot protocols in other districts in Nepal.

Inclusive and Accountable Schools is a cooperation project of Loo Niva Child Concern Patan Community Based Rehabilitation and Interpedia Finland Ry. The project running from 2017 to 2020 works in South Lalitpur which suffers from a low rate of public schoo ls and was hard hit by the earthquakes in the spring 2015. This project builds on previous co-operation between Loo Niva and Interpedia with a new partnership with Patan CBR adding expertise in children with disabilities.Previous work aimed to contribute t o strengthening efficient and effective school and local education governance mechanism in South Lalitpur. This project is focused on promoting inclusive and accountable schools as well as advancing the realization of the right to education for marginalize d children who face discrimination particularly due to disabilities or the caste but also due to gender and ethnicity. The goal to increase inclusion of these vulnerable groups of children will be achieved by identifying and finding excluded children; prov iding material and financial support that sustains enrolment to school; sensitizing training and rising awareness about rights needs and potential of marginalized children among children parents and teachers; improving school governance and using local med ia for raising awareness of the importance of education for all children. The three organizations involved have versatile expertise of both advancing the right to education improving governance and advancing the involvement of children from margin groups f or instance children with disabilities and dalit children. Moreover the project has been designed with consultation of children local communities and authorities for ensuring engagement of the local communities as well as the most effective implementation of the project in promoting the right to education. From the beginning the project has been planned in collaboration with local and national level authorities other NGOs and community groups for ensuring the sustainability and continuity of the good result s of the project.
Education NepalUSD 0active - F.a: Grassroots Dialogues and Sustainable rehabilitation and reconstruction
Program I 1. Grassroots and National level dialogues will be organised under the Social Forum banner. SADED, through its grassroots dialogue, collects memories, thoughts and experience from the grassroots level 2. Those interesting and important memories a nd outcomes of the dialogues will be published and disseminated through newsletters, newspaper articles, blogs and websites. 3. SADED-Nepal prioritizes to interact with various social movements in South Asia. Since it is easy for Nepalese to visit Pakistan , and Bangladesh in comparison to Indians, SADED-Nepal will engage with social movements there so that regional social movements especially Social Forum will be strengthened. Program II: Sustainable rehabilitation and reconstruction (after 2015 earthquake) 1. To stay with our green principles to use local technological skills and material for reconstruction: There is a risk that some of the multinational companies will monopolize the reconstruction discourse in order to expand their capital. SADED-Nepal has a plan to recruit some of the technicians to mobilize in the affected areas before and during the reconstruction work. They will be given chance to have exposure visits to places like Uttarakhand and Assam of India. These technicians will be able to sugge st a good engineered structures so that the reconstructed houses with local materials will be equally or even more stronger than that of corporate promoted #modern# houses. Dialogues will be organized in the affected areas with the participation of communi ty-based organizations and local elites. Also we will invite experts from Uttarakhand and Assam for sharing dialogues in the affected areas. 2. Resuming/Building/supporting public spaces for children and elders in the villages: SADED-Nepal have identified 5 Village Development Communities (VDCs) in Nuwakot and Rasuwa/Sindupalchowk from where we start relief and reconstruction work of children's space. While doing so, pre-primary schools, play schools along with the village based public spaces will be recons tructed where it is destroyed. We will take a VDC, and after having need assessments in the villages, will help reconstruct damaged infrastructures so that public spaces can resume/start their activities. Elderly and young people will be involved in runnin g these children spaces. Furthermore, midday meals and play materials will be provided in a school and a children’s play space.

Dalits continue to be among the poorest, under educated and under-represented at the political level. The project will raise awareness on unlawful and inhuman practices of caste-based discrimination and untouchability among both Dalit and non-Dalit populat ion as well as prepare them to speak up against these practices; educate and sensitise government authorities on the anti-discrimination legal provisions and measures. The project will mobilise human rights defenders for supporting victims and empower them to seek justice through formal process, and educate and empower women and youths to engage in peacebuilding process in their community. The proposed Action supports building up the pluralistic and representative democracy in Nepal by supporting cross-party forums for dialogue promote the use of non-violent activities for transformation and increase women's capacity to engage in political processes. The actio n is based on notion that Women's meaningful participation in political processes reinforces sustainable peace and reduces the risk of politically initiated violence and halt in democratic processes.The Joint Youth and Student Platform in Nepal with suppor t of DEMO Finland has experience and proven strengths of challenging the status quo of political party organisations as well as together tackle difficult cultural matters in society. This project will strengthen the Platform as a cross-party dialogue centr e which has the will and the know-how to promote inclusion pluralism and equal participation in political parties.The duration of the project is 29 months in 2013-2015 and the proposed funding for the project is 37 500 euros which will be used during the f irst year of the project .

The Swiss Agency for Development and Cooperation (SDC) acting through the Embassy of Switzerland has a lead role in the implementation of the Programme during 2011-2015. DFID and Finland have delegated the implementation of a transitional phase 2013-2015 t o Switzerland. Due to slow start of the program it is envisaged that there will be a no-cost extension period for one year.
Climate NepalUSD 0active - Developing a community mental health model in Nepal
The planned project is a continuation for the ongoing project ?Integrating Mental Health in Primary Health Care in a Post-conflict Setting 2012-2014? which took place in Dang district in Nepal. In the second phase of the project the aim is to improve equal access to effective treatment of mental health problems. The project will be expanded to cover the whole district (548.000 inhabitants). After this continuation phase responsibility of the project will be handed over to local authorities. The prevalence o f mental health problems is high but no mental health professionals work in the public healthcare system in the whole district. The aim is to develop the activities implemented in the first phase of the project in a way that enables the actors of the local health system to continue them independently. All government health facilities including primary care units and hospitals will be covered.The immediate objectives are to improve the capacity of the primary health care workers to detect and treat common me ntal disorders to improve access to specialised psychiatric services at district level and to raise the level of awareness of mental health and to reduce negative attitudes of the general population. Training sessions will be organised for female health ca re volunteers primary health care workers and hospital-based medical officers. Four psychosocial counsellors hired by the project will provide counselling services as well as supervise trained primary health care workers in providing support to people who suffer from common mental disorders. The effectiveness of counselling will be studied by using a randomised controlled trial (RCT) design. Specialised care will be offered to a selected group of patients with severe disorders. Information about mental heal th mental health problems and coping skills will be distributed via community mental health promotion workshops (CMHP) school mental health programmes radio programs and printed materials. Advocacy work will be focused on increasing the human resources in public mental health services in Dang.

The project aims at strengthening rights and safety of forest trade union members and individual wood workers and improve the ecological values of the forests in Nepal by educating wood workers on sustainable forest management and biodiversity protection. Increased memberships of forest trade unions and safe working conditions is also an objective. Capacity of government agencies and trade unions to advocate for policies is increased to support sustainable forestry to address climate change.Effective partic ipation of the formal and informal forestry sector workers and local communities is essential to ensure successful implementation of sustainable forest management and biodiversity protection. Many workers working under community forest user groups (CFUG) a re unorganised which has resulted in problems with health and safety issues and rights of workers. In addition workers lack knowledge on sustainable harvesting and other forest management methods.

The first phase of the Concern for Education(CFE I) project has been implemented during 2012-14 in four Village Development Committees (VDCs) of Dadeldhura District Nepal.Due to the high drop-out rate and low quality of education in Nepalese schools the ov erall goal of the project is to contribute to the realization of the right to quality education for all school-aged children in Nepal. The CFE II proposed for 2015-17 will work in the same VDCs.CFE II will continue addressing the same development problem a nd further contribute to the reduction of inequalities as well as sustain and expand the achievements of CFEI.The specific objectives of CFE II are:-enhanced access to education for all children in the target area -improved quality of education in the dist rict through strengthened participation of the schools and community-enhanced capacity of Loo Niva in advocacy and movement buildingThe main beneficiaries are:-all 4263 children in the 24 schools of which 1100 are hard-to-reach-children-2031 teachers gover nment officials Parents? Association (PTA)School Management Committee (SMC) members community memberscommunity-based organisation (CBO) members who will receive training in educational mattersThe focus of the project remains largely the same as i n CFE I with some new components. Reduction of inequalities will be realized as crosscutting theme. Also as the majority of these children are girls gender equality as a cross-cutting theme is taken into account. Climate sustainability issues are included in the awareness raising campaigns conducted by Child Clubs. The project works in tight collaborat ion with local government and schools strengthening the existing structures. A new structure will be created in the formation of an Education Watch group that will monitor educational affairs.The key activities of the project are: providing hard-to-reach c hildren with transitory scholarships remedial education classes Child Club support and Career Education Programs for the youth, promoting model schools, training teachers, training and mobilizing the Village Education Committee SMC+ PTA CBO members, raisin g awareness in the community mobilizing media and influencing in national policy, and strengthening the capacity of Loo Niva in advocacy and movement building.

The project aims to strengthen environmental administration and management at the local level in the industrial corridor of south-east Nepal. The overall aim of the project is to introduce good practices for environment management systems and pollution control including environmental permitting.During the Completion Phase (2012-2014) the ma in emphasis will be to ensure sustainability of the results. The purpose of phase III is to achieve full coverage of water supply and sanitation and establishment of functional planning and implementation frameworks for all water uses in nine project districts. The expected results of the project are: 1) institutionalized community cap acity to construct and maintain community managed water supply and adopt appropriate technologies and behavior 2) Improved and sustainable nutrition food security and sustainable income at community level through water resources based livelihoods developme nt 3) Institutionalized capacity at district level to continue integrated water resources planning and support to communities in implementing and maintaining WASH and livelihood activities. In terms of beneficiaries the project will reach over 300 000 peop le. The executing agency is Ministry of Federal Affairs and Local Development of Nepal together with participating District Development Committees (DDC). Finland will support the project with 15 million euros from 2015 to 2020.

This project enhances the cooperation of the Confederations of Nepal, so that they can formulate joint agenda for the national labour market discussions and development. This way the decent work principles and agenda will prevail.Nepali political situation is providing problems but also opportunities for the trade union movement. Employers are pushing hard flexibility and precarious work forms and contracts. JTUCC is lobbying pro-worker provisions into labour legislation, like the right to strike and to neg otiate, and implementation of a fair social security system. Thus, the cooperation among trade unions and Confederations and strengthening their capacity and representation are very important in this volatile situation. Results of this project will be more effective lobbying of pro-worker labour policies, decent work principles, minimum wage levels, and OHS standards into national legislation. The capacity of interest representation of the trade union movement will be developed through training and the awar eness of the labour and trade union rights will be raised among workers. The main beneficiaries are Confederations, their coordination committee JTUCC, trade union activists, leaders and ultimately the workers. The contract partner is JTUCC. The purpose of the project is to increase the level of knowledge and skills in the working area communities of Bhaktapur, Sarlahi and Rukum districts through quality basic education and vocational training. The major target groups are the poor dalit, madhesi and janajati children and youth. The right based approach is emphasized in the project, this means th at the priority is given to dalit, young women, poorest and socially excluded groups. The strategic principles of the project are community initiation, participation and empowerment on issues related to children. The project will support teachers in fiftee n government schools in Sarlahi and Rukum districts to create child friendly education. The project also encourages 8-14 year old school drop-outs to continue their studies through flexible school program, and offers vocational trainings for youth age of 1 6-30 in Bhaktapur, Sarlahi and Rukum districts. The goal of the project is an increased quality of life of the children and youth through improved educational possibilities, employment, and income creation possibilities.

ECPS I developed the capacity of government agencies and formed a National Child Protection Alliance (NCPA) of CSOs to carry out local level child protection movemen t. But the government agencies are yet to be made accountable to the legal and policy provisions. Nepal has formulated various laws and ratified international conventions regarding child protection, however it is yet to devise a structure that independentl y monitors the cases of child right violations. In this regard this project has been proposed to form a strong watch dog mechanism and to increase accountability of the government agenciesThe project has been proposed with the following overall objective: Children in Nepal are enjoying childhood in a caring safe and protected environment The specific objectives are:?Civil Society Organizations are working actively for the monitoring of the children right situation ? Government service providing agencies are working with increased accountability in their duty towards children Direct beneficiaries of the project are:? 75 CSOs and their 1000 members and 700 child right activists? 700 government officials in the district level who controls services delivered in the district level? 7000 children victim of violation of their right (whos cases are referred)In order to meet the objectives the project will extend and strengthen network of NCPA in all the 75 districts of Nepal capacitate them in monitoring detection an d referral of the cases of violation of child right. This project focuses on the approximately 6300 Lhomi people living in the remote area of the highlands in northeast Nepal Khandbari and Kathmandu. The main development problems are: extreme poverty very high child + mother mortality no functional healthcar e system and poor education. In addition there are no roads and there is no electricity. The objectives of this project are threefold: - Increase the number of functionally literate children and adults in both Lhomi and Nepali- Provide awareness raising an d training in hygiene and basic healthcare midwifery veterinary skills- Set up 3 pilot MLE preschoolsA conclusive review of all the national policy papers concerning literacy work in Nepal indicates that the objectives and activities of this project are cl early in line with the strategic plans and policies of the government of Nepal. During a meeting in March 2008 between NELHOS the Ministry of Education and the Non Formal Education Centre (NFEC) the government representatives were very interested in the Lh omi project. Additionally Nepal?s most recent PRSP has been used as a reference point to lend more legitimacy to the project?s activities. There are two targets in the PRSP that are directly taken into account through this project:1. To improve literacy ra tes of people over 15 years old2. To increase literacy rates of women and girls over 15 years oldThe project?s ethos is influenced by international development policy objectives including the eradication of poverty through increased education promotion of women?s empowerment and gender equality use of environmentally friendly technology and the promotion of education as a basic human right. NELHOS seeks to improve the economic and social position of the Lhomi people through providing mother tongue education to Nepal?s Lhomi community in combination with vocational training. The link between education and poverty reduction is widely acknowledged in the international community. Supporting Democracy and Peace-building through Investigative Journalism in Nepal has been a two year project (2010-2011/12) jointly implemented by CIJ Nepal and Vikes Finland. Investigative journalism is the extreme need of the country where corruptions b ad governance conflict marginalization of people are the common phenomena. Despite some individual?s effort an effective investigative journalism is still missing in the media.Well-researched in-depth and explorative reporting is necessary to promote quali ty debate on national agenda including the discussion on democratization peace-building and governance in Nepal. With this broad concept the first project trained about 50 mid-career journalists to produce well-researched and in-depth stories on various as pects of peace-building and democracy and to publish them in local regional or national media. in 2012 gate-keeper journalists were sensitized to IJ. The second part of the project will take the training from Kathmandu to eastern far-western and mid-wester n parts of the country. The overall objective is to increase and widen the field of investigative journalism. The intermediate objectives will be similar to earlier efforts ? Refresh and enhance the skills of journalists in investigative journalism which i s key to increasing the quality of the debate in the media? Produce a quality content that will ?raise the bar? for all media in Nepal.? Inform the public on the issues in a manner that is not done by the media which essentially remains caught up in day-to -day reporting.? Better inform the general public on the issues of the day and contribute towards their decision making process and influence the debate during constitution writing and upcoming elections. The extension phase is necessary for achieving sustainability of the mobilization processes started during 2010-2012. The established women's groups will be continued but at the same time also other community based thematic groups will be strengthened su ch as water users groups and community forest users groups. Women's participation in elections and local government will be promoted by training.In the environmental health component the financial support will be geared more towards ultrapoor households. T hey will benefit from EcoSan toilet components and smokeless stove components provided by the project. For other beneficiaries support will be mainly technical advice and training for ensuring the proper location and construction of toilets their maintenan ce and utilization of urine and compost in organic farming. This component will be coordinated with the VDC and District level water sanitation and hygiene coordination committees' work aiming at Open Defecation Free Devichaur. The technical inputs are i ntegrated with preventive health awareness through the Female Community Health Volunteers (FCHV) who will continue to be capacitated.The income generation activities (IGA) will be continued and experiences from pilot projects disseminated within Devichaur. Training providing microloans and facilitating the services and financing from District offices will be used to obtain the goal of poverty alleviation with women's role as the main cross-cutting aspect. The environmental sustainability of the new IGA p roducts will be ensured taking into consideration climate change resilience such as erosion risk mitigation.

This project is based on the outcomes needs and recommendations of the first phase and has involved extensive st akeholder consultation in the process of design and planning. The overall development objective of the project is ?By 2020 water and related resources of Koshi basin are best managed (in the face of climate change and development scenario) to promote socio economic development for the benefit of all the local people especially the poorest and marginalized while maintaining the ecological balance?.The immediate objectives include: 1) By 2016 institutional structures are functional having broad-based partner s upport to implement democratic IWRM approach which empowers local communities and marginalised groups to participate in decision-making planning and implementation 2) By 2016 local communities in target areas are empowered and capacitated to manage natural resources sustainably and to reduce their vulnerability against the impact of climate change through rights-based approach complemented by optimised economic benefits from water and other natural resources At the catchment level the project will be implem ented through the 9 Integrated Resource Management Committee (IRMCs) the legally registered institutions that were established and institutionalized during the first phase. The IRMCs are responsible for planning and implementation of the IWRM activities at catchment levels with the technical and financial support from project office. The project will strengthen them further to enhance their capability to function as an independent institutions in the longer run. In addition the project will play an instrume ntal role of coordinating with the concerned and relevant agencies and organizations for the IRMCs to enable them to raise funds for sustainable functioning.The proposed project will directly benefit atleast 4000 HHs and 20000 individuals across the projec t intervention areas in Indrawati. Indigenous people (IPs) Marginalized Janajatis and disadvantaged groups primarily women will be project's prime focus. IRMCs Eco-clubs water smart communities Buffer zone user committees are the direct beneficiaries. The indirect beneficiaries are primarily the stakeholders indirectly associated with IRMCs and different user groups (waterirrigation farmers forest agriculture).

Project in Devchuli Nepal is an extension to WaterFinns NAPA WASH project in Nepal in 2014-2016. There is great potential in developing the area to the next level in water quality and sanitation by capacity building in municipality and ward level trainings and minor construction to ensure the long term sustainability based on self-reliance of the communities. There is a need to increase understanding and awareness of sustainability of WASH services and facilities in user committees ward and municipality level. There is a clear demand for a continuation project after NAPA WASH; Devchuli area has basic level water and sanitation services however the quality of water and skill of maintaining WSP are not still sufficient and therefore causes health issues. The overall project objective is to improve the self-reliance of Devchuli communities to sustain their WASH services at acceptable good level to ensure safe drinking water and healthy hygienic environment for the whole community. This is done by applying tested Operation + Maintenance and Management practices new technologies and capacity buil ding at the community ward and municipality level. The project is situated in Devchuli municipality in Nawalparasi Nepal. Devchuli has a population of 34912 with 6336 individual households which all are direct or indirect beneficiaries of the project. Proj ect management is done by WaterFinns Finland with the local partner Center for Appropriate Technology Nepal (CATN) in Nepal in addition to the Devchuli municipality. Project?s beneficiaries are the users of WASH services in Devichuli Municipality.The proje ct is designed also to support the Sustainable Development Goals (SDG) especially of 5. Gender equality 6. The unions participating in the project continue organizing forest workers, with the aim of getting 10?000 new members in four years. Occupational health and safety measures continue to reduce the number of accidents and injuries in forestry work. The unio ns advocate for legislation that influences interest representation of forestry workers, and participate in cooperation with environmental organizations to promote sustainable green jobs. The major problems of the forestry sector are unstable work relatio nships and dangerous working conditions. Awareness of rights, collective bargaining and union density have before the project been low, and before 2016 workers of the sector were not even officially recognized as workers. The project activities have brough t around 20?000 new members to the unions, and close to 12?000 people have participated diverse types of trainings and advocacy work. Almost 2?000 people have through cooperatives gained additional income to supplement the forestry work, making use of othe r products of the forest, such as tree leave plates, mushrooms, berries and honey. The cooperation with environmental organizations, especially WWF, has reduced tensions between forestry workers and environmentalists by fitting together sustainable forestr y and conservation, as well as nature tourism. This last project phase ensures the continuity and sustainability of the work done in the current target regions and through spreading the successful models of action to a few new districts. The project benef its Nepalese forestry workers and their families through improved income and safety, as well as the participating unions through strengthened membership base, negotiation position and cooperation in advocacy work. The main actors of the project are BWI NAC (Building and Wood Workers’ International Nepal Affiliates Committee) as the coordinating cooperation body and its affiliates CAWUN (Construction and Allied Workers’ Union in Nepal), CUPPEC (Central Union of Painters, Plumbers, Electro and Constructio n in Nepal) and ANCWU (All Nepal Construction Workers’ Union) that implement the project in cooperation with WWF Nepal.

Strengthening Education Policies and Ensuring the Right to Education ?project has been planned by Loo Niva Child Concern Group and Interpedia expert NGOs on child rights and education. The NGOs have previously partnered in the Far-West Dadeldhura district through Concern for Education -projects in 2012-2014 and 2015-2017.Dadeldhura is one of the least developed areas in Nepal where vulnerable groups such as girls ethnic minorities and Dalits face discrimination and have lower access to education. The projec ts have improved the status of education through sensitizing children parents teachers and local authorities on their role in promoting education; strengthening child participation in society; forming and supporting local action groups for supervising and promoting quality education and raising awareness about good educational practices. The projects have also promoted peaceful education and avoiding misuse of schools as an instrument of politics.This project works at local municipal and provincial levels w ith the objective of enabling efforts on realizing the right to education in the new provincial structure of Nepal. In 2015 Nepal ratified a new constitution and the recent federalization process has reformed structures related to education policy shifting decision making to local and provincial levels. The civil society now has an opportunity to strengthen its role in policy-making and to advance the democratization process.The project will work to ensure better educational policies and programs at provinc e No. 7 and two municipalities through training local government leaders and provincial assembly members. For ensuring good practices developed are sustained and spread this phase will focus on empowering and engaging local civil society to ensure the sust ainable redistribution of roles and responsibilities. In addition the project will improve learning achievements and reduce dropouts in two municipalities reaching over 4000 school-going children in 32 schools their families and 60 teachers. Nepal has a variety of development challenges related to the nonfulfillment of human rights that need to be addressed. This Country Programme aims to catalyse and equip the local churches and other civil societies to act as strong societal advocates to ful fil the rights of vulnerable children and youth. In local partnership with AGN churches, Rescue Nepal, Relative Nepal, Transformation Nepal and New Life Service Association, the Country Programme improves children and other beneficiary rights, especially i n regards to their rights to health, education, and adequate living standards. The health component of the Country Programme is addressing the health situation, hygiene and sanitation, and unsafe drinking water that have resulted in the poor health situati on in village development areas of Basauti, Pabera, Gadariya, Pahalmanpur and Udasipur in the Kailali district. The Education component of the Country Programme is addressing the improvement on the quality of basic education, school management skills, know ledge and skills of parents in schools, and village development areas of Ishworpur Muncipality in Sarlahi district, in Ramgorpalpur and Hattisarwa in the Mahottari district, Janakpur Muncipality and in Bateshwar, Bagchaura, Mithileshwar Nikas, Bhutahi Pate rwa, Lagmagadhaghuthi and Tulsiyahi Nikash in the Dhanusha district. The adequate standard of living component of the Country Programme addresses the strengthening of institutional facilities and providing awareness and skills to improve livelihood of the families in Pokali, Ragani, Khijichandeshwori, Khijifalate and Khijikati village development areas of the Okhaldhunga district. The capacity building and advocacy components of the Country Programme are implemented with and within the AGN Church denominati on. On the grass root level, the AGN church partner is a motivated social and development actor throughout Nepal. The Country Programme is expected to directly benefit 57 000 people and 305 000 people indirectly already during the Programme period. Moreove r, the Programme will have many multiplier effects for the development of Nepal.

Within the project members of five community forestry communities will be trained on the national and international legal context of biocultural community protocols. The same communities will document their biocultural life-heritage, develop biocultural co mmunity protocols and organize local campaigns to demand bio-cultural rights. Representatives of FECOFUN and local communities will participate in the meetings of the UN Convention on Biological Diversity to share the experiences related to the community p rotocols. Individual biocultural community protocols will be published at local level. In addition, FECOFUN will publish an evaluation report on the state of biocultural rights of local and indigenous communities to be shared at international fora. The bio cultural rights of the indigenous and local communities have been recognized in many international human rights and biodiversity instruments, but because of the reluctance of the Nepalese government, they are not implemented. Community forestry plans based on the National Forest Act emphasize technical standards rather than rights, so it is necessary to produce separate biocultural protocols. At Community level knowledge of international instruments such as the UN Biodiversity Agreement is weak, so it is ne cessary to increase it. Communities also need stronger campaigning capacity for biocultural rights to be included in forest management plans and forestry legislation. As a result of the project, the awareness of biocultural rights of local communities is e xpected to grow, the communities' biocultural life heritage will be documented and biocultural protocols will be drafted, government and other actors will recognize the community's cultural rights and the campaigning capacity of the community will be stren gthened to defend the rights. FECOFUN and local community representatives will be able to effectively participate in national and international forums and share the publication with wider audiences. SADED Nepal promotes grassroots democracy and ecologically sustainable society, using mainly the methodology of dialogues. The dialogues on sustainable alternatives will be carried out in particular on the following themes: youth and migration, biodiversit y and farming, and sustainable rebuilding. The dialogues are facilitated on different levels. On a village level in Nuwakot, Rasuwa, Dhading, Sindhupalchowk, Dolakha, Dhankuta and Sankhuwakhabha districts the dialogues seek to be an impetus for a lasting e mpowering platform. On a district or regional level dialogues take place between villagers and policy makers (wanting to challenge the usual top down policy making process), whilst the dialogues in the centre, in Kathmandu will reach out to students and na tional policy and opinion makers. The dialogues are also continued at the Social Forum process and the dialogues will in total be feeding into a policy alternatives building process (forming national consortium for policy alternatives) between different ac tors besides SADED, as trade unions and various youth groups, which will meet at regular intervals around the main themes of the dialogues. The outcomes of the dialogues, the ideas around sustainable alternatives, will be published and disseminated in the interconnected dialogue processes via newsletters, newspaper items, SADED's website (http://sadednepal.org.np) a journal and books.

The aim of the project is to promote the implementation of the ESC rights, especially right to education, food and health at the local level by raising awareness in local communities of their rights and the capacity to claim their rights, as well as influe ncing the authorities and capacitating them of their obligations. In addition, the aim is to monitor the implementation of the commitments relating to the rights and administrative p rograms, and to promote links between rights holders and accountables. The main result of project objectives are as follows 1. The local community capacity to demand the right to education, food and health implementation has been strengthened: 2. The primary target group of the project are the local communities, as well as the responsible local authorities and service providers in 5 village committees in five differ ent counties. Particular attention is paid to the participation of vulnerable groups such as Dalits and indigenous communities, as well as in the consideration of the gender equality. Districts are the same as in the previous project: Morang, Makawanpur, K aski, Banke and Kailali. The village committee new ones. Based on the results of the previous project, the primary beneficiaries, the amount can be estimated at around 4 000 people. Insec was founded in 1988, its main aims is to promote the rights of perso ns working in informal sectors. Since then, the organization in its field has expanded. INSEC is one of the most important and most reliable human rights organization in Nepal. The organization was registered in 1991. It makes extensive documentation and r eporting, and also acts as a central source for data of human rights situation in Nepal. INSEC's activities include monitoring, advocacy, information at the grassroots level and the training and capacitating of different actors. INSEC's focus has been prom oting in particular the cultural and political rights and democracy, but the organization's new strategy emphasizes more strongly the ESC rights. www.insec.org.np

Project justification: The Sindhuli area is mainly resided by marginalized and ethnic minority groups such Tamang, Danuwar and Majhi along with others caste groups. The economic and social development status of target groups (socially marginalized and ethnic minority groups) is low. Women’s engagement in social and economic development initiatives is limited regardl ess their huge contribution for family economy. Awareness of women on possible options for income generation and services available from the government agencies is very limited. The local population in the target area do not have reliable access to finance as financial intuitions are located mostly in urban centres. 4. The main objective and the expected results: The main objective of the project is to contribute for poverty reduction in remote Village Development Committees of Sindhuli district. The proj ect aims to strengthen social and economic status of socially marginalized groups through enhancing access to finance, engagement in appropriate enterprises and social empowerment. Local population, including socially marginalized groups, will diversify th eir income from access to finance, farm + off farm based enterprises and business development. Governance at local level will be strengthened and communities will access government services in line with the prevailing policies. The project will support the establishment of new cooperatives and strengthening the capacity of existing cooperatives. Furthermore, it will support vocational training and creation of sustainable linkages to profitable markets at national level. 5. Project justification: Women are the largest marginalized group in Nepal in terms of edu cation, asset ownership, political representation and economic participation. Many poor women from deprived communities are not in a position to access loan from banks or other financial institutions or financial service providers due to lack of physical c ollateral. Most of the women still lack legal ownership of their land and citizenship certificate. This project is a continuation of past project Promotion of Women’s Economic, Social and Cultural Rights in Lalitpur. It aims to replicate learning to neig hbouring VDCs, increase cooperatives’ membership and services to poor and excluded households and to strengthen women-led cooperatives and their networking. Cooperatives still lack adequate knowledge and skills to develop strong linkages with market acto rs for enterprise development. 4. The main objective and the expected results: The main objective of the project is to contribute to change the oppressive position of rural women promoting their economic, social, political and cultural rights. The projec t aims to develop, expand and strengthen women-led local institutions to promote economic, social and cultural rights of women. The targeted women will have an opportunity to earn, save and access credits equal to men. Women will be economically active and empowered members in their communities through their meaningful stake in decision-making process at households and community level. The project will improve women’s business skills so that they will manage their businesses professionally and profitably. The women will be mainly from economically poor and indigenous Tamang communities in 12 village development committees (VDCs) of Lalitpur district. 5.
